ThrottleStop Windows 11 works. Use 9.7 or 9.7.3. Older 8.x builds show a broken tray icon and fight modern standby. The program is still a Win32 dialog sitting on the desktop - that is normal, not a failed install.

Driver will not load

If ThrottleStop starts then immediately does nothing, Windows Virtual Machine Platform (and sometimes Memory Integrity / Core isolation) is blocking ThrottleStop.sys. Forum consensus for ThrottleStop Windows 11: turn VMP off, reboot, try again. Microsoft Defender ASR can also flag the signed driver on enterprise images - there is no newer driver. ThrottleStop has used the same one since 9.0.

Hyper-V, WSL2 and Android Subsystem all want VMP. If you need those, ThrottleStop may lose. That is a Windows 11 platform fight, not a bad ThrottleStop download.
